Part I, What actually stops an AI doing the wrong thing

Most AI safety is instructions given to the agent, and instructions are requests. One test sorts every safeguard into two piles: if the agent were entirely mistaken about what it was doing, would this still hold? Almost everything on the market fails it, and the reason is not negligence.
