Tested by hand against a published record on 7 September 2026: an unaltered record passes, and each of these is caught — changing the decision, forging or stripping the signature on that decision, deleting the sealed deliberation, relabelling a sandbox verdict as authoritative, and altering the tenant, the decision reference, the reason codes or the content hash.
Three things it does not yet bind: a bundle with one of its receipts removed, the record’s decision time, and its record type. The receipts are a chain, each carrying its own timestamp, so binding the decision time needs a schema decision rather than a patch. The check also shows that a record is unaltered rather than who issued it, unless you pass it the identifier you expect.
